Description of problem:
The user locale can be configured over the WebUI, but not over the API or hammer
Also listing the users details over the API does not include the locale field.

How reproducible:


Steps to Reproduce:
1. Use API to configure users locale to set it to "en"
2. Use Hammer to configure users locale to set it to "en"
3.

Actual results:
Missing locale settings in GET resource
Not possible update locale


Expected results:
All user settings can be retrieved and updated over the API and Hammer.

Is there a possibility of using LANG= or LC_ALL=, etc., to set locale from shell?

Basically, all operations are not present for user locale setting. It means that you can neither create nor update it. And, of course, you cannot even read any information about it.

All these things applied on API and CLI. Documentation also missed any details about that setting (both API and Hammer)

Please, verify both functionality and documentation

Verified in Satellite 6.2 beta snap 6 Compose 1. It is now possible to view and update the locale in API and CLI.
