Description of problem:
rebase the docker package in RHEL 7 extras to upstream 1.8.2 + RH patches using https://github.com/rhatdan/docker/tree/rhel7-1.8

Also, split out existing subpackages for python-websocket-client, python-docker-py and atomic into their own separate packages.
