Description of problem:
The ui in New/Edit Host dialog is inconsistent. I attached screenshots with highlighted components which should be moved, resized etc. Everything is described in the screenshots.

1. Open New/Edit Host dialog and look at all tabs

Target release should be placed once a package build is known to fix a issue. Since this bug is not modified, the target version has been reset. Please use target milestone to plan a fix for a oVirt release.

Moving from 4.0 alpha to 4.0 beta since 4.0 alpha has been already released and bug is not ON_QA.

tested in ovirt-engine-webadmin-portal-4.0.0.4-0.1.el7ev.noarch

Edit fence agent tab:
"Please use a comma-separated list of 'key=value'" not indented properly
the same with "TEST" button

SPM tab:
"SPM Priority" label missing

Kernel tab:
"Kernel command line" label too close to editable field under it

Hosted engine:
ALL CAPS ON LABELS
needs a label as other tabs on the top for explanation
