Description of problem:
 When trying login with empty user/password there is empty/no error message. Both webadmin/UserPortal affected. See scrnsht.
 Also - once there is another err message - it stays there (eg: login with wrong pwd). So for reproduction you need to try very 1st attempt - then you'll see what's attached in file.

Red empty rectangle with red error icon - no text.

Expected results:
Clear message to user.
