    Merge branch 'no_root_filesystem_1271355' into '5.4.z'
    
    Changed to use openstack metadata to retrieve disk format for RAW disk

    The PR for upstream is 4872. This fix is for the instance of openstack provider and have been proved in the POC environment.

Hi Nick / Hui Song,

QE is not able to test this as we don't have the OSP/Ceph setup.  Can you please confirm if the fix address the issue.  If yes then we can move this to Verified state.
