Description of problem:
Using Openvswitch L2 agent and configuring extensions=qos under agent section in /etc/neutron/plugins/openvswitch/ovs_neutron_plugin.ini.

Running
# neutron agent-show <OVS Agent ID>

Should show the loaded extensions

Version-Release number of selected component (if applicable):
openstack-neutron-2015.1.1-7.el7ost.noarch

Fix proposed to stable/liberty

The patch was backported to stable/liberty, but would only be available in OSP 8 GA if we backported it to d/s specifically (This is assuming we *won't* be rebasing before GA). Worst case it will be available in OSP 8's first Y release.

This fix is incorporated in the rebase on upstream stable/liberty (7.0.1).
