rhel-osp-director: 8.0 - unable to build the agent-ramdisk image.


Environment:
instack-undercloud-2.1.3-1.el7ost.noarch
python-tripleoclient-0.0.11-5.el7ost.noarch

Steps to reproduce:
1. Deploy the undercloud
2. Attempt to build the images with "openstack overcloud image build --all"

Result:
ironic-python-agent.initramfs  doesn't get created.


Attempt to build just the agent-ramdisk type with: "openstack overcloud image build --type=agent-ramdisk"

Exits with error:
Could not open requirements file: [Errno 2] No such file or directory: '/tmp/ironic-python-agent/requirements.txt'

Expected result:
All the required images should be created with no issues.

Need to pull in newer diskimage-builder.

I was able to build everything and later deploy using those images
