Description of problem:
Since version 0.5 iotop has supported python 3 (http://guichaz.free.fr/iotop/NEWS), but the 0.6 (current) package is dependant on python v2.

0.6

How reproducible:
100%

Steps to Reproduce:
1. Install the package: sudo dnf install iotop
2. It will require python
3. There is no step 3 =)

Actual results:
The python (not base python3) package is a dependency.

Expected results:
The default installed python3 to provide python for the package.

Python3 only and SPEC file cleanup patch

For Fedora >= 24 Python 3 is the default. This patch fixes the requirements to be only for Python 3 and also some additional SPEC file cleanup and fixes.
