Description of problem:
HPKS can't be used to access keyservers, because TLS isn't available. See https://kojipkgs.fedoraproject.org//packages/gnupg2/2.1.9/1.fc22/data/logs/x86_64/build.log which mentions "Building without NTBTLS and GNUTLS - no TLS access to keyservers."

Steps to Reproduce:
1. Run dirmngr.
2. Enter "KEYSERVER --help" to list the known schema.

Actual results:
"hkps" isn't listed.

Expected results:
"hkps" should be supported.
