Description of problem:

This was working earlier and is a regression now with feature freeze build.

If hot tier is detached, all writes are going to hot tier and the rebalance too works at the same time. Ideally writes should go to cold tier

How reproducible:

Steps to Reproduce:
1. Create 8+4 ec and attach 2x2 dist-rep hot tier
2. Start IO (linux untar and parallel writes)
3. Now detach-tier. Check both the tier.log and rebalance.log and files getting written to hot tier.

Actual results:
===============
After detach-tier new writes still go to hot tier.

Expected results:
=================
All new writes should go to cold tier after detach-tier.

Verified the bug in build - 3.7.5-11.el7rhgs.x86_6

Steps followed:

1) On a hot tier volume, started IOs. All new writes at this point goes to hot tier
2) started detach tier --> gluster vol <vol-name> detach start
3) once the detach tier status showed complete on all bricks, no new files were being created in hot tier.
