Rebase to rpm-ostree 2015.11 which has the `rebase` command, suitable for automated deployment of known commits.

Cockpit needs 2015.10 or later.

Cockpit integration tests need 2015.11 or later in the tree (rpm-ostree crash during building a tree during testing).
