Description of problem:
If a certification does not already exist on the catalog, selecting the option "from the catalog" from the dropdown on the "Add Certifications" screen gives an error message that is not obviously a 404 on the cert.

Steps to Reproduce:
1. add a new product to the LTS (can be a product in CWE)
2. add a certification to the product, and select the option to download a cert "from the catalog" (a cert has not yet been created)
3. check error message in headr (main window unchanged)

Actual results:
certification not added or available to select.  Also a message in the header:

Error: could not get certifications
response: []

Expected results:
explanation that no cert has yet been added to the CWE for the new product.  A check whether any certs have already been opened for the product might avoid the error entirely.
