Description of problem:
It wants to perform a host key verification because the user has never SSH'd in before:
vagrant@vagrant:/opt/ceph-installer/ceph-ansible$ whoami
vagrant
vagrant@vagrant:/opt/ceph-installer/ceph-ansible$ curl localhost:8080/setup/ | sudo bash
% Total % Received % Xferd Average Speed Time Time Time Current
Dload Upload Total Spent Left Speed

--> creating new user with disabled password: ceph-installer
useradd: user 'ceph-installer' already exists
passwd: password expiry information changed.
--> adding provisioning key to the ceph-installer user authorized_keys
--> ensuring correct permissions on .ssh/authorized_keys
--> ensuring that ceph-installer user will be able to sudo
--> ensuring ceph-installer user does not require a tty
vagrant@vagrant:/opt/ceph-installer/ceph-ansible$ ssh ceph-installer@localhost
The authenticity of host 'localhost (::1)' can't be established.
ECDSA key fingerprint is 15:26:b9:5d:50:8d:8f:7e:83:f3:3d:28:8d:b6:8a:6c.
