Description of problem:
Candlepin/gutterball randomly generates a rpm.conf.save which causes an issues with satellite/katello

How reproducible:


Steps to Reproduce:
1. Install satellite 6.1.7 or upgrade a install of satellite 6.1
2. Hope it shows it self

Actual results:
when doing a fresh install of satellite/update of pkgs that the .conf files for candlepin/gutterball are kept and not overwritten, which creates an issue with the keystore and tomcat.

Expected results:
for there never to be a .conf.rpm.save file in /etc/gutterball and /etc/candlepin
