Description of problem:


The Fedora Scientific spin is failing to build with:

nothing provides libopenlibm.so.1 needed by julia-0.4.3-6.fc24.i686.

A fix is available as julia-0.4.7 (https://bodhi.fedoraproject.org/updates/FEDORA-2016-9b00c41a10)

We just need for it to be pushed to updates.

Proposed as a Freeze Exception for 24-final by Fedora user amitksaha using the blocker tracking app because:

 Fedora Scientific spin build is failing, and addition of Julia is a highlight of the Fedora 24 Scientific Spin release.

+1 FE, would fix compose of a spin we ship and doesn't look like it'd break anything else.
