Description of problem:
Add support for libvirt's virtlogd, introduced and documented in
https://www.redhat.com/archives/libvir-list/2015-November/msg00085.html

We disabled this in https://gerrit.ovirt.org/#/c/55189/1 until our intrgration test was completed, to make sure we cope well with this feature

Bug tickets must have version flags set prior to targeting them to a release. Please ask maintainer to set the correct version flags and only then set the target milestone.

no doc_text: this should be transparent for the users, we are just consuming one libvirt feature.

No test plan is required here as the effect will be reflected in all tests on 4.1.

The fix for this issue should be included in oVirt 4.1.0 beta 1 released on December 1st. If not included please move back to modified.

Verified enabling support of virtlogd did not cause any regressions that can be seen in QE tests
