Description of problem:
rh_component_template & rh_doc_type_text have been removed form config.yaml file, the content needs to be moved to the BVP templates.

Change display on bug page to a dropdown.

Consider adding a product level option to allow limiting which templates can be selected.

Make component default selectors use the BVP templates.

Add ACL to allow anyone with product manager rights access to create/edit templates.

Add a new "type" field to BVP to allow text to be used as either bug description for doc text.
