aligned with the next gen node efforts, we want to provide some basic integration for non-node parts of oVirt with cockpit.
This is a tech preview quality to explore what things may make sense to explore in the future

The goal for 4.0 would be to make available an ovirt plugin for base cockpit (as an add-on, not installed by default), and a simple UI plugin to access it from within oVirt UI

Moving from 4.0 alpha to 4.0 beta since 4.0 alpha has been already released and bug is not ON_QA.
