Description of problem: Relationships links are missing title attributes


Version-Release number of selected component (if applicable): 5.6.0.5


How reproducible: 100%


Steps to Reproduce:
1. Add a provider
2. View provider summary screen
3. Choose relationships accordion on the left

Actual results: The relationship links like "Datastore" used to have titles like "Show all managed Datastores". These are missing in 5.6


Expected results: Restore the title attrs

    li_link(): restore tag_attrs when doing polymorphic links
    
    The tag_attrs need to be part of link_to() invocation to be
    able to put title (tooltip) into the rendered link correctly.

Verified the presence of the titles in 5.6.0.9
