Steps to Reproduce:
------------------
1.Manage a provider.Enable C&U collection for the provider.
2.Assign a chargeback rate to a tenant.In this case, I assigned the rate to the OOTB tenant, My Company.
3.Create a chargeback report. 


Actual results:

Chargeback reports contain no data when rates are assigned to Tenants.

Chargeback reports contain should contain data when rates are assigned to Tenants.


Additional info:

I have no issues generating Chargeback reports when the rate is assigned to Enterprise.
