Chargeback reports contain no data when rates are assigned to Tenants

Description of problem: ---------------------- Version-Release number of selected component (if applicable): ------------------------- 5.6.0.7 How reproducible: ---------------- Always Steps to Reproduce: ------------------ 1.Manage a provider.Enable C&U collection for the provider. 2.Assign a chargeback rate to a tenant.In this case, I assigned the rate to the OOTB tenant, My Company. 3.Create a chargeback report. Actual results: -------------- Chargeback reports contain no data when rates are assigned to Tenants. Expected results: ---------------- Chargeback reports contain should contain data when rates are assigned to Tenants. Additional info: ----------------- I have no issues generating Chargeback reports when the rate is assigned to Enterprise.
