Description of problem:
Many customers have a desire to deploy large numbers of small clouds (typically less than 10 nodes).  They would like this clouds to be remotely managed by a centralized version of OSP director.   This requires director to be deployed in a scalable HA configuration so that we can eliminate single points of failure.
