Description of problem:
  Translations are missing for 'Red Hat Insights' menu and its sub-menu items 'Ruels', 'Systems' and also in corresponding windows.

Version-Release number of selected component (if applicable):
  5.6.0.7-beta2

How reproducible:
  Always

Steps to Reproduce:
1. Login to cfme with ja_JP locale.
2. Navigate to 'Red Hat Insights' menu.
3. Navigate through its sub-menus 'Overview', 'Rules' and 'Systems'

Actual results:
  Translations are missing.

Expected results:
  Translations should be available.

This is a matter of implementing nice support for plugins and i18n
in ManageIQ / CFME -- still to be done.
