Description of problem:
During packstack run there occur this failure:

Error: Duplicate declaration: File[/var/lib/cinder] is already declared in file /var/tmp/packstack/00232c32ef2b432cb9d89200a67eb21c/modules/cinder/manifests/setup_test_volume.pp:34; cannot redeclare at /var/tmp/packstack/00232c32ef2b432cb9d89200a67eb21c/manifests/192.168.1.14_cinder.pp:101 on node nu5gy-rhos-ci-2-rh-pud-pksk-controller.openstacklocal

Unfortunately I can't attach file /var/tmp/packstack/00232c32ef2b432cb9d89200a67eb21c/modules/cinder/manifests/setup_test_volume.pp, it sees already cleaned up (by packstack itself?)
