[ALL LANG] Unlocalized strings in Monitor -> Dashboard.

Satellite 6.2.0 GA Snap 12.0

How reproducible:
100%

Steps to Reproduce:
1. Access Satellite login page with target locale.
2. Click Monitor -> Dashboard.
3. Click the Manage drop-down menu.

Actual results:
[ALL LANG] Unlocalized strings in Monitor -> Dashboard.

Expected results:
They should be localized.

Failed on RHEL7, snap 20.1. There are still untranslated strings as per comment #5
