I wrote cowsay a long time ago.  (Whether you believe a stranger in a bug report is up to you.)

I converted the CVS history to Git and posted on GitHub.  Also added tags for a 3.04 release and easy source download from a well-known persistent location that is not likely to vanish from the net without notice for an extended period of time.

License is GPLv3, but "GPLv3 or later" is acceptable.

This is fixed in Fedora (rawhide, etc), and I've pushed it for EPEL testing.
