I see this, too. I wanted to access the Elisp reference manual in Info, but it is not listed in the top level Info directory node, even though it exists in the standard location in /usr/share/info. As Tom Horsley, I cannot see the Emacs manual in the Info directory either. Could you please try with https://bodhi.fedoraproject.org/updates/FEDORA-2016-a54ea177cf? My info pages are fine... I just tried it on a virtual machine - no change. Still no entries made in the info directory file. No change. I still cannot access many Info nodes from the top Info directory. But they all exist in the standard location -- /usr/share/info emacs-25.0.95-2.fc24 has been submitted as an update to Fedora 24. https://bodhi.fedoraproject.org/updates/FEDORA-2016-a6525ed529 emacs-25.0.95-2.fc24 has been pushed to the Fedora 24 testing repository.
