Description of problem:
Hot[un]pluging a disk is supported only for some of the possible interfaces with some of the guests.
The frontend warning, however, does not reflect this:

frontend/webadmin/modules/gwt-common/src/main/resources/org/ovirt/engine/ui/common/CommonApplicationConstants.properties:diskHotPlugNotSupported=Disk Activate/Deactivate while VM is running, is supported only for Clusters of version 3.1 and above

The message should be updated to reflect the real limitation, as there are no more clusters older than 3.6 in oVirt 4.0.

Proper warning is presented in the tool-tip while hovering over the 'Activate/Deactivate' buttons of an IDE disk which is plugged/unplugged to a running VM.
