Description of problem:

in time of start, stay the evolution 3.20.3 without the net connection. the another programs (with the net) work good (firefox, sylpheed, virtualbox and ...)

Thanks for a bug report. There seems to be some problem with a GNetworkMonitor, provided by glib2, its gio subpart. Evolution relies on the GNetworkMonitor for the network availability and server reachability detection.
