I did exactly what is shown here: https://github.com/ManageIQ/manageiq/pull/9336#issue-161535271

I have set up a VM to be owned with the user I was logged in, I set up the notifier role and the user's e-mail.

When I simulated the event vm_retire_warn, I received an e-mail.
