Description of problem:

If we remove nfs-utils.rpm, the preun rpm script removes rpcuser and nfsnobody.
This behavior is prohibited in the fedora packaging guideline.

How reproducible:

Always we remove the package.

Steps to Reproduce:
1. Once install nfs-utils, then remove it.
2.

Actual results:

rpcuser and nfsnobody users and groups are removed.

Expected results:

After uninstalling nfs-utils, the users and groups still exist.
