Cause: Dropdown menus within the page content that remain open overlay the navigation menu dropdowns because the page content dropdowns come later in the markup source that the navigation menu dropdowns.
Consequence: Page content dropdowns that remain open block the view and usability of the navigation menu dropdowns.
Fix: Set the navigation menu dropdowns z-index to a value greater than that of page content dropdowns.
Result: Navigation menu dropdowns always appear on top of page content dropdowns.

Description of problem:
Web console go to the Other Resources page, drop down the resources list, then hit menu in left panel "Applications/Builds/Resources", sub menu list is blocked by the resource list in right panel.

1. Web console go to the Other Resources page
2. Drop down the resources list, don't type anything and don't close the drop down list.
3. Hit menu Applications/Builds/Resources
Actual results:
The sub menu list from left panel is blocked by the drop down list in right panel
Expected results:
The drop down list in right panel should be closed as soon as user hit the menu Applications/Builds/Resources

Expanding the project dropdown has the same effect, although the project dropdown overlays the resource selector. I suspect something is stopping the event propagation so the click event never makes it back to the ui-select.
Since the problem described in this bug report should be
