Description of problem:
With RHCS 2.1 iscsi gateway deployment is handled solely through the ceph-iscsi-ansible rpm - i.e. ansible playbooks. This RFE covers the inclusion of the ceph-iscsi-cli project that provides the gwcli tool to deploy and manage iscsi gateways without ansible dependencies.

Additional info:
The cli tool has dependencies on upstream (EPEL) rpms 

- python-aniso8601 (>= python-aniso8601-0.82-3)
- python2-flask-restful (>= python2-flask-restful-0.3.5-4)

In addition to these dependencies, the cli requires updates to existing downstream rpms

- ceph-iscsi-config needs to be rebased from upstream https://github.com/pcuzner/ceph-iscsi-config/tree/shell-enablement branch

- ceph-iscsi-ansible has one fix in it's shell-enablement branch

The target RHCS release for this RFE is RHCS 2.2
