Description of problem:

After converting afr volume to jbr volume, the files are not replicating

How reproducible:

100%

Steps to Reproduce:
1.create a afr volume
2.convert the afr volume to jbr volume using the volume set command
3. mount the volume and starting writing

Actual results:

files are not replicating

Expected results:

files should replicate

When we create fresh afr volume brick volfiles are created with out jbr xlatos in the graph, so when you convert afr volume the volfile in disk will get changed, but the running bricks won't load the new graphs. That is why the files are not replicating.

So the plan for now, is to constrain the use of cluster.jbr volume set only when the volume is stopped
