Steps to Reproduce:
1. install the openstack-tripleo-heat-templates-compat package 
2. look for the patch in  template (grep -i pacemaker /usr/share/openstack-tripleo-heat-templates/compat/overcloud-resource-registry-puppet.j2.yaml)

3. check for the patch
