This bug has been copied from bug #1285601 and has been proposed
to be backported to 7.3 z-stream (EUS).

Retested with grubby-8.28-21.el7_3 and this bug is fixed. The default boot entry "without debugging" doesn't contain any debug boot parameters and it's above the entry "with debugging".
Tested on x86_64, ppc64, ppc64le and s390x.

Moving to VERIFIED.
