Description of problem:

When user wants to add new button group / button to a Catalog Item, he cannot do it as the form buttons (Save, Cancel) are not displayed.

How reproducible:

Steps to Reproduce:
1. Go to Services/Catalogs
2. Select an existing Catalog Item
3. click on "Add a new Button Group" or "Add a new Button" in 'Configuration' toolbar.
4. it's not possible to save/cancel that.

Actual results:
Form buttons (Save, Cancel) are not displayed

Expected results:
Form buttons (Save, Cancel) are displayed
