Description of problem:
NOTE: I was unable to find documentation concerning what should and should not be supported here. I am going by what is in existing CFME QE tests.

In CFME 5.7, a retired infrastructure VM can be resumed after it has been retired by setting a  new retirement date in the future.

When an infrastructure VM is retired in CFME 5.6, I am unable to set a new retirement date. 

Selecting the retired VM in the All VM's list view and using the Lifecycle button, I get a flash error message when I click 'Set Retirement Date': 'Set Retirement Date does not apply to selected VM Template'.

From the VM summary page, the lifecycle dropdown in the toolbar is completely empty. I've included a screenshot of this - even if the behavior isn't actually supported in CFME 5.6.4, this dropdown should be populated with disabled entries, not empty.

100% on infrastructure VM's retired by date

Steps to Reproduce:
1. Deploy infrastructure VM
2. Retire VM
3. Attempt to 'Set Retirement Date' for retired VM

I believe that this is potentially a duplicate of a bug originally written against CFME 5.5 and fixted in CFME 5.7.0.2:
https://bugzilla.redhat.com/show_bug.cgi?id=1306471

The observed behavior is different in my case, where the Lifecycle dropdown selections are not rendered.

Requesting info from Roman, if this should be kept as a separate bug or linked to the original against 5.5.
