With Infrastructure VMs in CloudForms, a retired VM can be resumed by setting a new retirement date further in the future, or removing the original.  This action is NOT supported on the Cloud->Instances page.

This behavior and support matrix should be documented along with the retirement documentation. At the time of writing I was unable to find any mention of this procedure in the CF 4.2 documentation on the Red Hat portal.
