Description of problem: During an install of RHV+CFME+OCP install failed with during the OCP [Install docker containers] stderr: "unable to pull from V1 Docker registries with image signature verification enabled. If you need to accept this risk and disable signature verification (for ALL images), run the docker daemon with --signature-enabled=false"

How reproducible: First occurrence


Steps to Reproduce:
1. Install QCI from iso on nested virt
2. Start and create a RHV+CFME+OCP deployment

Actual results: OCP fails at 50% during [Install  Docker Containers]


Expected results: OCP deployment completes ansible task successfully

Do you have steps to reproduce this?
We haven't seen this with our testing.

I was unable to reproduce this issue after wiping the baremetal system and reinstalling from the iso. I haven't see this in the handful of OCPHA runs after that were able to proceed beyond 50%

Clearing NEEDINFO since there have been many successful runs since this bug was filed
