Do you have steps to reproduce this? We haven't seen this with our testing.
I was unable to reproduce this issue after wiping the baremetal system and reinstalling from the iso. I haven't see this in the handful of OCPHA runs after that were able to proceed beyond 50%
Clearing NEEDINFO since there have been many successful runs since this bug was filed
