Description of problem:

Looking in the 4.1 Beta Docs and at doc bugs in Bugzilla, I cannot find any documentation of the new HA without power fencing (VM leases) feature that was introduced via BZ 804272.

The docs bug for VM leases is here: https://bugzilla.redhat.com/show_bug.cgi?id=1421432

For 4.1 Beta we only updated installation and release notes information. We're working on other features now based on priority and as resources allow.
