This patch is downstream patch, which makes CUPS to reload resolver, if /etc/resolv.conf is changed. This patch was introduced as solution of [1], but it has served only as a workaround for glibc issue [2] until it gets fixed. Please remove this patch when glibc solves its bug and it gets into RHEL.

The issue is fixed in RHEL 8.
