Description of problem:
Policy to prevent a VM retire request did not work

How reproducible:


Steps to Reproduce:
1. Create a control VM policy with "VM Retire Request" event and "Prevent current event from proceeding" action.
2. Assign that policy to a VM.
3. Run Retire the VM.

Actual results:
VM was retired.


Expected results:
VM should not be retired.

Verified in 5.9.0.2.20171010190026_0413a06. Preventing vm retiring works as expected.
