Description of problem:
Custom ("managed") images in Azure are not discovered when an Azure account is configured as a provider in CloudForms.
As managed images seem to be the way MS is going forward and they are the only way to create VMs from an image in a new resource group this should be supported in CF.

I'd expect to be able to see all custom images in my account and to be able to create VMs from it.

How reproducible:
Always.
Prepare and upload a custom ("generalized") vhd, create an image from the vhd page blob, refresh provider in CloudForms:
Image count for provider is still "0"
Steps to Reproduce:
1. Create a generalized vhd blob
