Thanks for the report Shveta. The issue here appears specific to custom actions that are attached to a service dialog. From what I could tell custom actions sans dialog are working fine.

After further investigation I believe the issue is due to the differences in the way the ClassicUI and REST API look up the relevant dialog instance.
