The 'tuned-profiles-cpu-partitioning' package is now pre-installed in the 'overcloud-full.qcow2' image. For DPDK deployments, this package is necessary to help tune hosts and isolate CPU usage. The director contains appropriate firstboot scripts enable the 'tuned' service with the necessary arguments.
