Description of problem:
Click on the help link in horizon (top right corner). If you're on OSP it should send you to https://access.redhat.com/documentation/en-US/Red_Hat_Enterprise_Linux_OpenStack_Platform/<RHOS version>/index.html  

I tested on OSP and was directed to the upstream docs on docs.openstack.org instead...
