Description of problem:
Installation of 5.8 or upgrade to 5.8 installs spacewalk-dobby package even if --external-postgresql is specified. It should not install the package in this case. This bug is probably caused by fix of bug 1447591

How reproducible:
Deterministic

Steps to Reproduce:
1. Have a sat570 with ManageDB backend, for example
2. Upgrade it according to rhn-upgrade instructions

Actual results:
"./install.pl --upgrade --external-postgresql" installed spacewalk-dobby package

Expected results:
The package should not have been installed
