always, there's no require for this package

Verified on Satellite-5.8-RHEL-6-20170514.n.0. Spacewalk-dobby was pulled in and installed when running Satellite installation for embedded PostgreSQL, external PostgreSQL and managed DB. Spacewalk-dobby wasn't installed for installation with external Oracle (which is ok, as spacewalk-dobby is PG only).
